Chairman and President

Rafael Toda is the President of the Australia Philippines Business Council (APBC), the leading organisation dedicated to advancing bilateral trade, investment, and collaboration between Australia and the Philippines. Under his leadership, the APBC has strengthened partnerships with Austrade, government agencies, industry leaders, and academic institutions, delivering high-impact forums, dialogues, and initiatives across priority sectors including agriculture and food security, sustainable mining, Waste to energy and renewable fuels (including SAF), green energy transition, education, infrastructure, and sustainable development.

Rafael is also associated with two APBC affiliated Foundations. He is the Chairman of Collaborative Future Alliance, in the Philippine and Director of Kindred Pathways Foundation in Australia.

Alongside his roles with the APBC and Foundations, Rafael is the Managing Director of Todax Consultancy Group, an Australian-based strategy and marketing practice he founded in 1996. He brings more than three decades of experience in marketing, strategic positioning, and business development with a professional network spanning Asia Pacific, the Americas, and Europe. His expertise covers aviation, tourism, logistics, emerging technologies, transport, tourism, events, and renewables.

In addition, Rafael is a director of Philippine based Todax Corporation and GO GRIDLESS Philippines, reflecting his ongoing commitment to capacity building through education, overseas employment placements, innovation, renewable energy, and sustainable economic growth.

Rafael is a former Qantas executive with an aviation and tourism marketing career spanning 20 years. He was also held long term contracts with American Express Foreign Exchange and led the development of their digital transformation and online transactions B2B and B2C.

Today his consultancies include advisory roles in Waste-to-Fuels and Logistic Drone Aircrafts.

Director, Secretary and Treasurer

Atty. Roberto C.O. Lim is a senior transport policy executive, lawyer, and corporate governance professional with extensive leadership experience in aviation management, regulatory reform, and public–private partnerships.

He served as Undersecretary for Aviation and Airports at the Department of Transportation (DOTr)under the administrations of President Rodrigo Roa Duterte (2016–2017)and President Ferdinand R. Marcos Jr. (2022–2024). In this capacity, he oversaw national aviation and airport policy, regulation, and institutional coordination across the Civil Aviation Authority of the Philippines (CAAP), Civil Aeronautics Board (CAB), and the country’s major airport authorities — Manila (MIAA), Clark (CIAC), and Mactan-Cebu (MCIA).

In the field of aviation education and workforce development, he encouraged the convening of a national consultative conference of aviation schools and colleges to modernize training curricula, address skills and talent gaps, and position the Philippines as a leading supplier of aviation professionals to the global market. This process led to the establishment of the Philippine Association of Aviation Colleges and Institutes (PAACI)— a continuing forum for collaboration among regulators, industry leaders, and academic institutions.

He was also the Vice Chairman and Executive Director of the Air Carriers Association of the Philippines (ACAP)— the umbrella organization of Philippine Airlines, Cebu Pacific, AirAsia, Air Philippines, and Cebgo. During the COVID-19 pandemic (2020–2022), he led ACAP in coordinating with the Inter-Agency Task Force on COVID-19 (IATF), Congress, and key policy makers to balance stringent health measures with the operational and economic survival of the domestic airline industry.

His extensive aviation experience includes serving as a member of the Management Committee of Philippine Airlines, where he was Vice President for Legal Affairs, General Counsel, and Corporate Compliance Officer. He was also the Country Head of the International Air Transport Association (IATA) Philippines.

Currently, Atty. Lim provides strategic advice to the transport sector. He serves as Director, Secretary and Treasurer of the Collaborative Future Alliance (CoFA), which advances ESG and sustainability programs such as nature-based carbon capture solutions and clean fuel technologies aligned with ICAO’s CORSIA. He is also a Trustee of the Philippines–Australia Business Council (PABC), promoting bilateral cooperation in trade, education, investment, and cultural relations.

Atty. Lim also served as Independent Director of the Philippine Stock Exchange and Atlas Consolidated Mining and Development Corporation, providing governance oversight and compliance advisory to publicly listed corporations.

He has likewise contributed to the academe as a faculty member and lecturer in Transportation Law, Administrative Law, and Corporate Governance at the De La Salle University–Far Eastern University Joint MBA–Law Program and the Lyceum of the Philippines University College of Law, mentoring future lawyers, business leaders, and policymakers on the intersections of law, governance, and national development.

He holds a Bachelor of Laws from the University of the Philippines and a Master of Laws from King’s College London, and is admitted to the Bar in both the Philippines and Australia (New South Wales). He is a graduate-member of the Australian Institute of Corporate Directors (AICD)and the Institute of Corporate Directors Philippines (ICD).

CLAIRE MARIE YVONNE LEE

Executive Director

Claire Marie Yvonne Lee has over 20 years of professional experience spanning renewable energy development, climate and green finance, ESG systems, donor-funded technical assistance, and government and private-sector advisory. Her work focuses on translating climate policy, regulatory frameworks, and sustainability commitments into bankable, compliant, and implementable solutions.

She has served in senior advisory roles on major donor and development programs, including work with USAID Energy Secure Philippines (RTI International), where she contributed to climate finance mechanisms, private-sector engagement, and energy transition initiatives covering renewable energy, offshore wind, grid resilience, and market reform. Her work has involved close collaboration with national government agencies, multilateral institutions, international donors, and climate-finance partners.

In the private sector, Claire previously served as Assistant Vice President and Head of the Renewable Energy Division at ORIX Metro Leasing and Finance Corporation, where she led renewable energy financing, EPC oversight, and commercial structuring for clean energy projects. She has also held senior operational and business development roles in renewable energy project development companies, with hands-on experience across solar, biogas, biomass, mini-hydro, mini-wind, and off-grid systems.

Claire is actively engaged in industry leadership and policy dialogue. She has served as President of the Philippine Solar and Storage Energy Alliance (PSSEA), Director of the Renewable Energy Association of the Philippines (REAP), and Founding Director of Women in Renewables Asia (WiRA). She is also Senior Strategic Advisor for Sustainable Economic Engagements to the Australia–Philippines Business Council (APBC) and Executive Director and Co-Founder of the Collaborative Future Alliance (CoFA), an APBC-affiliated foundation delivering biodiversity, community, and inclusive development programs.

She is a frequent speaker and facilitator at international and regional forums on renewable energy, climate finance, ESG, and sustainable infrastructure, and has represented the Philippines in ASEAN, APEC, and Australia–ASEAN policy and industry platforms.

Claire holds a Master’s degree in Science Business Management (Green Energy and Climate Finance) from the Berlin School of Economics and Law (HWR), a Master’s in Public Management from the Ateneo School of Government, and a Bachelor of Arts in Sociology from the University of the Philippines. She is an accredited Green Finance Specialist and a certified trainer with the Renewable Energy Academy (RENAC), Berlin.
